My father is going to be out of the country for Haj from October end to December,
so can you please tell what is the procedure in case of the life certificate, is there any facility for advance or late submission of the the life certificate.

In which bank your father holds his pension account?
Ask him to contact the branch and enquire about the same.
Let him check whether the bank's branch is available at the place where he visits. If available, he can approach that country branch and obtain the attestation of the Branch Manager of that place and send the same through some courier to you and you can further submit the same to the Bank Branch in which he holds Pension Account.
The Branch Manager can explain you better than anyone else regarding this issue.
