A 'local person' doesn't only mean someone belonging to the town or city where your industrial unit is situated. It also includes people from that particular state. Additionally, it refers to individuals who have migrated from another state and have resided in the state for a period of 15 years or more. Hence, instead of bringing our organization into the limelight in the eyes of the government, you have a broad domain to recruit people from.
Although there is no penalty, there might be strong objections from the government.
