Every organization has a different plan or SOP (Standard Operating Procedure) for their respective facility. You may either outsource the service or hire people on the roll and manage things. In either case, you need to take care of a couple of things:
1. Total area and the number of Housekeeping boys/ladies needed.
2. Schedule of cleaning/dusting/waste disposal (how many times in a day).
3. Monthly budget and materials required for the overall housekeeping of the facility.
4. Pantry housekeeping is separate.
