I have about 2 years of experience in HR generalist roles and am interested in transitioning to IT recruitment. However, I am facing challenges in finding opportunities due to my non-IT background. I am considering joining an IT company or consultancy as a trainee to gain relevant experience. Your advice on this matter would be greatly appreciated.

No need to join any IT consultancy as a trainee as you already have 2 years of experience. IT recruitment is not at all rocket science. Just do a bit of research and study on the different IT skills and technologies on Wikipedia. I am attaching a document file with the latest and most common IT technologies that a recruiter comes across on a day-to-day basis. Do a Google and Wikipedia search on each of these skills. I bet you can master the field in 2-3 weeks.
