Your question on how long it will take to implement completely depends on the nature of the industry, the limitations in gathering information, the initiatives from others to cooperate with you, the chances of the implementation being successful in the very beginning, and above all - your involvement.
Among these 250 employees - how many levels and grades are there? This information is not only for our knowledge but also for your understanding.

Please see my post on Research Methodology. I am afraid that doing a Ph.D. by secondary research only is not easy. If you can conduct a meta-analysis of all previous research on this topic, you may get away with it. Have you got an academic guide at your university? If not, that's the first step: find one and consult with him/her.
