I think you'll find the answer to this quite ambiguous, different companies operate different hours and ultimately the business should achieve what the customer wants.

For the the purposes of an employment contract, you should state the hours of work expected by the employee. This could follow two formats:

1) Your hours of work will be 9:30am to 5:30pm on Monday's to Friday's with an hour for lunch unpaid.

2) Core operating hours are 9:30am to 5:30pm. Your normal hours of work are 37.5 hours per week, with a minimum of half an hour each day taken for lunch. All breaks will be taken unpaid.

Option 1 is strict and allows you be firm and give a concrete answer to employees. This option is more beneficial where strict opening times are concerned (such as shops, call centres, suppliers etc..)

Option 2 is softer however and allows you (and your staff) to be more flexible with your hours of work. (This is better suited for jobs where customer opening times don't affect the product such as cleaning, support working and some office jobs).

I hope this helps but do reply back if you need more assistance.
