Hi... just reposting my comments given to other member in citehr with same query.... hope the below points will be useful...
I have been in HR field for 5 yrs now, the best topic for PHD would be "What causes attrition and how to control attrition" all the industries are struggling with this problem with no solution. If you can come up with a innovative solution kit your PHD will be a success.
Salary, work environment, facilites ( cab, cafteria), Growth, higher education, Team handling - is not the real reason for attriton.
All these are just excuse - Becuase the best paid companies with best facilites with top management have attrition.
Its only because human mind in never stable, and we dont know what we want so we keep hoping blaming - company, salary, growth, politics etc.,
All the above factors may be part of the reason for attrition, just work around it do some case studies in IT/ITES industries.
If you can find solution you can even become Management Guru..
All the best...

I would suggest that you can choose a topic like,Study of the conciliation machinery its advantages & disadvantages. This topic is easy to handle.A visit to the local labour office, will give you ample case study.
Best luck.
