AS per my knowledge you cannot get ESI or PF registration without having the specified number of employees as per each ACT. You will need a minimum of 20 employees to be registered. THus, untill you have 20 employees you cannot offer this provision.

Dear abhishek sharma
Greetings of the Day,
An organisation employing (in fact employed on any day during the last 12 weeks) 20 or more employees shall be covered under the EPF Act. For coverage the salary given to employees is not a matter.
Under ESI also establishment is covered if the number of employees exceeds the limit as 10.
For more on this you can visit the below mentioned websites,
1) ESIC : Chinta se Mukti for information on ESI
2) Epfo (Govt. of India) for information on PF
Hope this will be useful for you.

Hi all, happy pongal,
i have one query with regard to epf and esi, ours is a proprietor concern firm, which we recently converted into a private limited company. So i want to confirm whether the same code numbers continue for our company and what all we need to do .

Under EPF and MP Act,1952 registration is possible for willing establishments even with 10 employees, provided employer desires to get registered voluntarily and qualifies other terms and conditions for the same.
