Dear All,
We are handling manufacturing units and one of units having casual workers however paying as per U.P minimum wages but proving only two thing i.e Basic and VDA . on gross salary and also PF deduction on gross.
workers demand is please provide basic, vda, hra, cca etc.
anyone can tell structure of salary

Dear Shailendra,
The very nomenclature " Casual Labor " connotes intermittent engagement of workmen in incidental works only. Besides, the question of structuralizing wages would arise only when the employer has the necessity to reduce his indirect financial commitments in the long run on account of periodical revision of wages. To my knowledge, no employer would indulge in structuralization of the wages of casual labor engaged intermittently in incidental activities but for statutory compliance. When you are complying with the minimum wages fixed by the State Government which already provides for basic and VDA, I am not able to understand the justification behind the demand of the casual labor for components like HRA,CCA etc. in addition.
Hence, naturally it drives one to the following two conclusions:
(1) Though they are called as casual labor, they should have been employed on jobs of permanent nature may be with intermittent breaks in service along with the permanent employees of the manufacturing unit.
(2) They are paid consolidated wages at par with the statutory minimum wages.
You can correct me if the above conclusions are wrong with reference to the actual fact situation as it is prevailing in your industry.
