Just dump that company otherwise your self esteem will be going down the drain. Do'nt take crap from anyone. Why do you want to negotiate ?
Do'nt get blackmailed into holding onto that job which will dimish your confidence and stature. Bindaas raho...learn to live and work confidently.
Jobs are always...if there is no job...create an opportunity rather than waiting for one.

Dear Rathna,
I feel pity and so sorry for you that unfortunately you have landed in a wrong place. May God save us all from this sort of BAD environ companies.
It is clear that there's nothing that you can do anything there. Forget about taking any initiative as an HR... if u've to send an email attachment requesting them for a printout, anybody can imagine the horrifble situation you are in!!!
With due respect to the high profile job of an HR, I am would strictly advise you not to think any more on this and simply come out of that stupid environment. Ofcourse, quitting these days would be a hard decision to take... but if you really wish to safeguard the self esteem of yourself as well as of HR profession, this is the only option you have.
Best of Luck for you in your next job.
Ibrahim.

Hi Sunita,
Just keep quit, and take yoru salary because if your employer don't want of afford to improve he office administration then no one can help him. You did your job by reporting him the circumstances and defficulties the employees face.
Don't bother beyond one point because you are not responsible to his mismanagement and you should not be frustrated so long you enjoy salary.
Abraham.
