I hope non deduction of PF is not based on employee's willingness but due to the reason employee's Basic+DA exceeded 15000/-.at the time of joining and that employee was not a contributing member of PF previously. For such employees you can collect PF form 11 for records which will be a confirmation from the employee and that would be sufficient.
