The parameters of employee engagement would depend on what your employer requires from them to stay motivated about.

You have performance measures to check efficiency. Please consider the parameters such as future projects planning, challenging tasks, volunteering, ambassadorial role and interest towards problem solving.

You may consider to study the parameters with the reporting authority in your firm. Please focus on the areas which matters to growth and development of organization and identify the level that should be there to meet the threshold for each employee.

Apart from what (Cite Contribution) suggested,
Lower engagement levels can be identified through employee engagement surveys..but make sure the questionnaire used is designed with utmost care and should deal with all the important areas.
There are some behaviours and patterns which also show the lower level of engagement:
# High employee turnover
# Low motivation and low employee morale
# Uncooperative staff
# Low performance and productivity
# frequency of grievances and conflicts
#absenteeism, discipline are creating issues
# Communication gaps and blame game
