Evaluation methods is not a rocket science. Just think it over like this. Take, for example, your own house. Father and mother. Father out of a few sons and daughters might like son/daughter 'A' most over the other B & C. Why ? because the Father prioritize his preferences, what he wants from the sons, if they are students the father likes the most a son who scores good marks centum in every subject. If not if he likes that sons should shine in sports then he likes a champion sons who wins all the medals and trophies, similarly he might like a son most disciplined, a tee-totaller, and so on. Similarly mother likes the one who helps her in finishing domestic work, shines in handi crafts, or cooking or studying well or calm and quite like that. So first of all you have to prioritize the areas of performance according to your own expectations/judgments accordingly you have assign weightage marks/points in the scale of 10, 25, 50 or 100, award marks based on the performance during the past period say one year or so. You should list out like this -

1. Punctuality

2. Execution & performance

3. Timeliness (finishing the assignments)

4. Discipline, conduct & character

5. Innovation & perfection

6. Go getters & rapport with colleagues and superiors & customers

7. Honesty & sincerity

8. Other external factors

9. Penalties, if any in the past (for any reason)

10. Remarkable Achievements

and so on. Re order these areas depending on your expectations, i.e. in the order of what you value most among these and accordingly fix marks each area and then start evaluating the employee's performance and award marks in every area according to your observations or your HOD/Line manager's. Total them and you will get the average marks each one scored and arrive at who passes and who fails, grade them as 1) Less that average(poor) 2) Average 3) Above average 4) Satisfactory 5) Good 6) Excellent 7) Outstanding. Naturally who scores the highest marks will be the winner. It's better to entrust this job with a panel of competent seniors preferably in odd nos. 3,5 and find out the average of these panel and decide.
