It would be quite a lengthy list of operations.... If you already have some education in HR field and your organisation is new.. then go by the books....
If you don't have any education in HR... Read some basic books such as Gery Dessler from Pearson Publication....
If your organisation has some HR policies defined... make it a base to work ahead....
The bottom line is : Give us more information to guide you better

Would definitely agree by what Ajmal has to say, that it's going to be quite a lengthy process, but trying to answer your question in a few lines.. It's not that i know better, just putting my effort.
If it helps you well and good if not may be you can develop on it, with help
from other knowledgeable members of CHR
Well see if you can lay hands on this Book by K Aswathappa. Title HUMAN RESOURCE AND PERSONNEL MANAGEMENT. Page 15 of this book has a graphical representation.
Go through that, this i feel, answers your question. I don't have a soft copy of the same, if not would've posted it right away. Maybe once you read through that you can take help from senior members on CHR and they might be able to help you even better...

Hi Sush: If the budget is tight and you don't have the personnel, I might suggest you look into hiring a PEO to manage this for you.. If you tell me where you're located, I could probably recommend one to you..

well am a 9months experienced HR executive for a service indusrty and have got to inplement many of the HR activities...
to start with the JA process,could u plz let m know as to what kind of questionnaire should i be drafting for this purpose...should it be competency approcahed
