What is the reason for the delay in settlement? Whether employer not willing to pay or not in a position to pay( financial issues).
10 months seems pretty long time?
Have you contacted the employer by person reminded through RPAD letters. In case of no response please contact Labour Officer of your juridiction. Based on your cadre you may lodge a complaint.
