why you want would penalize the contractor when an unknown person fiddled with extinguisher.
Just replace it and sent out warning notice that "such an act is a dangerous to all working in your site and all employees are duti bound to inform the company on offenders as it is a matter of life and death for their own good and cannot be ignored.
In the event the same was disengaged due to error, just ignore it. Also ensure that when you raise such a notice and warning you also have a regular training/drill for all employees atleast once a year on how to use these things.
Surveillance camera is a good option to consider to avoid such issues.
