I am working a industry as HR, my company gave lay off for 7 days to workers first time and workers are asking me that can we take earned leave on lay of days.

You haven't mentioned the total no. of workmen in your establishment leaving us to presume that it is less than 100 so that no prior permission is required. Lay-off entitles workmen for 50% of the total of basic wages+D.A.only. As such their demand seems to be reasonable and you can consider it depending upon the frequency of lay-off normally declared in your establishment.
