I have seen your posting only today. You have asked for T&D bench marking models. But your topic is Training & Organisational development. Are you finding out the effectiveness of training and its correlate with OD? or are you simply studying the training effectiveness and development of participants? Its not clear from the posting. Further, you have selected 4 sectors where training results have to be assessed. The training pedagogy and modalities would be different in these sectors and hence it is not easy to bench mark a single model.
