Can the Labour licence registered at one state be used for getting contract in other states as well??

There could be two meanings to the query:

1. The Labour Licence of one state can be attached with the tender/proposal of another state. In such a case, the answer is "Yes." It can be done to show that you are compliant under the CL Act. Similarly, you will need to follow the same process in another state if your proposal is accepted (contract given to you).

2. In another way, it indicates that the Labour Licence of one state is enough to do contract work in another state as well. In such a case, the answer is "No." You need to obtain a separate labour licence for every unit under the CL Act. Even if you receive two different contracts from different PEs, you still need to obtain separate labour licences as per the applicable conditions.
