No one can hold original documents of candidates; this is illegal. Also, you should find another way to retain employees, not only for two years but for many years. Implement a few employee engagement plans or schemes like an annual bonus, employee holiday leave, etc.

It is really strange to see such a query. Any company holding original certificates is engaging in an illegal and immoral act, which goes against the standard norms of HR. Nowadays, some companies are resorting to this immoral practice to coerce and blackmail employees into staying, even if the employee has decided to quit. There is no other motive behind this action; they want to use it as a retention tool.
Most companies accept photocopies of the original certificates, verify them with the originals, and then return the originals.
This query reflects on the psyche of the leadership of the company. It is definitely a perverted thought. Please do not engage in this practice as it will ultimately cause damage to the company.
