Attached are the applicable laws for major chemical industries with respect to Environment, Health & Safety. Dear Sir,

Regarding human behavior, it is only required for hazards/risks. Not all activities will involve unsafe acts by individuals. Taking the example of working at heights, the permit-to-work system and safety belts will not guarantee the risk level because people may not use the safety belts when attaching to any structure, which is a common phenomenon. This kind of situation requires a human element to be considered in assessing the risk level. Therefore, it is important to identify such activities and assign the appropriate risk level.

Dear Minrah,

For pressure vessel rules applicable in India, it is the "Static and Mobile Pressure Vessels (Unfired) Rules, 1981." Kindly check for any new amendments. I am also attaching the document for your reference. The Factory Act and Petroleum Act reference this, but it should comply with the "Static and Mobile Pressure Vessels (Unfired) Rules, 1981."

Dear Minrah,

The study on aspects/impacts related to the environment and hazards/risks related to occupational health for the activities is derived from a predefined matrix. What type of matrix are you using? Is it common for both types, or do you have different ones for different areas?

A standard type recommended by the consultants may be SSPD (scale, severity, periodicity, and duration) for the environmental matrix and likelihood of occurrence and hazard severity for occupational health. Which one are you using? Try to customize the scale for likelihood, severity, and other factors to address your concerns on human behavior. Also, if you can correlate this abnormal human behavior to training, education, skills, etc., you may address the issue better.
