I am a little confused about the safety officer requirement. Is it determined by the number specified in the factory license or based on the actual number of people present? For example, if there are 1,000 individuals, what does that number signify?

You should have a safety officer when 1,000 employees are ordinarily employed. It is not required just because the license is for 1,000 employees. However, in respect of factories where hazardous operations are ongoing, the government will notify that the factory should have a safety officer, regardless of the number of employees ordinarily employed.
