The Government of Karnataka Minimum Wages & DA for the Scheduled Employment for 2024-25

The Karnataka Minimum Wages for the year 2024-25 have been revised by Rs. 681.60/-. The current DA is Rs. 3518.40/- for the S&E sector and Rs. 2223.60/- for the security sector, respectively. This is required to be implemented with effect from 1st April 2024.

The class of employment and designation-wise calculations under the Shops & Commercial Establishments Act and Security Agency Act are enclosed for your reference.

Kindly ensure that the revised minimum wages are paid to all employees deployed through contractors, so they may, in turn, pay it to their deployed resources and sub-contractors. Contractors are required to revise their salary structure as per the Minimum Wages published for the year 2024-25, which is mandatory.

If any of your regular employees are paid as per the Minimum Wages at your organization, kindly revise the salary for those under the ambit of the Minimum Wages effective April 2024.

In addition to the circular, please consider the following while fixing the Minimum Wages for the year 2024-25:

1) For daily wage earners, the minimum daily rates of wages should be calculated by dividing the monthly rates by 26 days and providing wages for the 4 weekly holidays.

2) Women employees shall be paid the same rates of wages as men, where the nature of work is the same.

3) Wherever the prevailing rates of wages are higher, the higher rates shall continue and cannot be reduced.

4) For piecework, the daily total earnings for 8 hours of work shall not be less than the daily rates of wages fixed for that category. A day's work is deemed to comprise 8 working hours. If workers are employed for less than 8 hours, at least 4-hour wages shall be paid. If they work more than 4 hours, they shall be paid 8-hour wages.

5) If any category of workers is not mentioned in this notification, they shall be paid based on the nature of their work.

6) Workers employed on the day of the weekly holiday and on National and Festival Holidays shall be paid double the normal rate of wages (gross wages).

7) For work beyond normal working hours, employees shall be paid two times the normal rates of wages. (As per S&E Act Sec 16, Definition of Wages = Total Full-time earnings)

8) Any additional benefit already extended to employees shall continue to be extended.

9) Karnataka Minimum Act, 1948 Section 4 gives the power to the appropriate government in the fixation of the minimum wages, and the state of Karnataka has considered only the Basic & DA components as minimum wages.

10) Under Section 6 of the Payment of Wages Act, 1936, the employer shall ensure that wages are directly credited to employees' respective bank accounts.

11) Wherever the establishment has engaged employees under The Contract Labour (Abolition & Regulation) Act, 1970, the employer shall ensure the implementation of Minimum Wages under this Act and the applicability of all other relevant Acts to such employees.
