Although my report date has already been set, I am facing some personal issues that will prevent me from reporting on time. Is it possible for me to take 2 weeks of privilege leave and join at a later date, or is reporting mandatory? Could the reporting date be postponed? Please advise.

When the date is given for reporting at the transferred place, the expectation is that it will be complied with. Since you are already relieved, you will have to approach the new office for leave. If it is agreed, your purpose is served. Otherwise, you may have to report on the given date and then seek leave.
