In your case, you can first start with professional education in HR & IR. If you have a specific degree, then you need to advance yourself with current trends and policies to get a clear picture. There are two options which, I suppose, you can opt for:
1. Try for an internal switch. Discuss with your management about the same and ask them to support you with this for career development.
2. Try gaining knowledge and then proceed to interviews where the role includes both recruitment and other general activities. You can also try a start-up where you can learn as well as apply your knowledge.
