Dear Suradha, you'll be guided through the relevant requirements here in this link: [Government of Tamilnadu - Labour Department](http://www.labour.tn.gov.in/Labour/statutory.jsp).

There are Chartered Accountants and advocates in every town and city who, as consultants, can facilitate all your requirements for a fee. Additionally, there are District-level Directors of Industries and Commerce who can assist in setting up industries and other businesses. If you let us know which district you are interested in, I can provide you with their addresses and contact information.

If you have any other specific queries, feel free to raise them here.

All the best.

Hello,

Do you want to know how many laborers can be engaged locally? If yes, there are no restrictions; you are free to engage any number of laborers not only from the local area but also from outside. However, once you engage laborers, you have to obtain registrations under labor law, EPF, ESIC, etc., as may be applicable under these acts. If you need more details about your activities, nature of operations, etc., we will be able to suggest the appropriate labor law provisions to comply with.
