Please note that as long as companies pay minimum wages to their staff, it is not mandatory to give increments to employees. You have a mistaken view that there is a government rule to provide annual increments.
Observing Mourning Period and Office Celebrations
As per Hindu tradition, upon the death of a close relative, mourning is generally observed for 14 days. Did the Deepavali celebration fall during this 14-day mourning period? If yes, you could have communicated this properly. If the Deepavali celebrations were held after the completion of the mourning period, then there was no reason for you to back out from any office celebrations. Possibly, your seniors perceived the reason for the death of your grandfather as an excuse to abstain. That is why they threatened to mark you as absent.
