Since it's a new company, I need to frame HR policies from scratch. Can anybody help me in figuring out what laws I should go through before working on HR policies? Since it's a private limited company, is it the Shops and Establishment Act?

Have a study of the existing workflow and also the day-to-day functioning so that you do not have to change a lot. Many things would be there, but not in writing. Introduce a good change before you curtail an already existing one.
Legal Compliance and Beyond
So, Shops & Establishments Act, Factories Act, Minimum Wages, etc., need to be followed, but try to go beyond. Do not only stick to the law; go beyond the law and create a difference.
