How correct is it to ask employees to sign the manual attendance register, especially when they have been given permission to attend any festival organized by the company and the company has already declared a holiday for that day well in advance?

May be the company wants to know how many employees attended the function, just to make sure what kind of steps they should take in the future to ensure higher attendance. I don't see any problem as the company has declared a holiday, not an official one. So, the company has every right to mark an employee as absent if they did not attend the function.

Marking attendance when an employee comes to the office is a good idea. In case of an accident or any incident, the proof of the fact that the employee was officially there and required to be there helps. From the employee's point of view, there is nothing wrong. It's good that there is proof he attended the office (even if it was for a function).

The normal rule is: when the employee attends duty, they must sign in the Attendance Register to mark their presence in the factory, etc., which will be the basis for the HR Department to certify the number of days for salary. They are not supposed to sign in the register on holidays or when they are on leave, etc. (when they don't attend duty), which will be entered by the HR Department.
Employees are to sign only when they are attending duty and not otherwise. Even on holidays, if the superior has advised them to work and they attend duty, they should sign to mark their presence. They can claim compensatory off or overtime as per company rules. Some manufacturing companies run throughout continuous process units, and essential employees work on a 3-shift basis, etc., and will be required to work on holidays, in which case they must sign to mark their presence. During festivals like Ganesh Chaturthi, when some employees are called to make arrangements for the puja, etc., by their superiors, they should sign in the register. They can be given time off for the number of hours they worked on the holidays.
