Seeking Advice on Salary Discrepancy and Legal Actions

One of my friends is working in an organization as a trainee. It has 11 employees. They are supposed to receive a stipend of Rs. 30,000, but the employer is giving only Rs. 13,000 in cash. Further, no PF or ESI is being deducted, and they are also not providing any salary slip. I would like your valuable suggestions on what actions can be taken against the employer. Is there any rule for payment of salary above Rs. 20,000 by cheque only? They have taken a signature on a receipt for Rs. 30,000.

First, tell him not to sign for Rs. 30,000/- because he will only receive Rs. 13,000/-. What is the agreement with the employer? No PF, ESIC, and P-Tax are being deducted from the stipend amount because the salary is a stipend amount, which is different. The rule is that a stipend is paid through a voucher or payslip issued only for employees. If there are any problems, call me, and I will help you.
