Dear Sir, I have been working in a state government organization for the past 10 years on a contractual basis. However, no contract was signed between the employer and me from the very beginning until now, i.e., from May 2002 to July 2012.
Clarification Needed
I would like to seek clarification on the following:
1. Can anyone force me to sign a contract after 10 years?
2. What is my status? Am I a contractual employee?
3. Am I an employee of the organization or not?

If you have been working on a regular basis for the last 10 years, you are not required to enter into any contract now. Nobody can force you to sign. If you could reveal the department name, it would be easier to provide further advice.

Permanent Appointment and Contractual Status
Now, as of today, you do not need to enter into any contract with the department. You can consider yourself as a must-roll employee and can ask the department to give you a permanent appointment if you have completed the required days. You can move to the labor court if you are facing pressure from any side.

Can you provide me with some guidance or references that I can use to demonstrate my value to my management? I am requesting my management to extend my services until further notice (if not regularize) so that I do not have to request an extension of my services every year. I aim to avoid resorting to legal action as much as possible.
