Employee Resignation and PF Withdrawal Process

Now, one employee has resigned from his job due to personal problems. Maybe he will join a new company or start his own business. So, should he withdraw all PF and pension amounts, or is it compulsory to obtain a scheme certificate for him? In PF Form No-10c and No-8, the column says, "Are you willing to accept a scheme certificate in lieu of withdrawal benefit?" Can you explain if it is compulsory to obtain a scheme certificate?

After resignation, when do we have to submit his Form No-19 and No-10c to the PF office? What is the procedure, please explain.

Unless the the service is more than 10 years the Scheme Certificate is not mandatory. Duly fill the 19 & 10 C submit with respective regional office.
