My husband is working with a semi-government organization in Delhi. On March 25, 2011, he had informed his HR person to start deducting an extra Rs 5000 per month towards his EPF. However, the HR person refused, stating that it was not possible at that time as the last date for applying was March 8, 2011, and nothing could be done before March 2012.

Is there any way for my husband to initiate the extra EPF deduction this year?

For voluntary PF contribution (as it is referred to), there seems to be no specific date. You can make this contribution at any time. Since the salary for March has already been processed, please advise him to start contributing from the salary of April onwards. Kindly instruct him to provide a letter to HR directing the deduction of Rs 5000 every month.

Understanding Voluntary Contributions to PF

Voluntary contribution means a contribution made by an employee voluntarily. As such, there is no maximum limit. He can contribute up to 100% of his salary as his share towards PF.
