Hi,
I would advise you to first fulfill the basic needs of the employees. Ensure there are clean toilets, a canteen/pantry, timely tea/coffee provision, and punctual salary/incentive payments. Address any issues they are facing, solicit suggestions, and spend time with them rather than staying in your cabin. When employees have questions, answer them yourself. Each company has a unique working culture and employees; however, this does not mean that my employees or your employees are fundamentally different.
Typically, an HR Policy Manual encompasses all HR policies. Even top companies with strong HR practices may have gaps in their HR Manual. The best approach to drafting an HR policy is to begin from day one and document all issues or occurrences.
Start with the opening of the office day, set working hours, establish policies for latecomers, and define penalties for tardiness. Develop a tour policy structured by hierarchy, including daily allowances, food provisions, travel arrangements, and reimbursement formats. Implement a money advance policy for employees requesting advances before tours. This policy aids in managing individuals who fail to settle their balances promptly upon return.
Regarding leave policies, consider implementing Casual Leave (CL), Earned Leave (EL), Maternity Leave (ML), or other types while ensuring compliance with legal leave regulations. You can also introduce policies such as:
1. Training Policy: Impose fines for non-attendance at nominated training sessions and issue certificates accordingly.
2. Compensation Policy: Cover pay structures, incentive schemes, conveyance, mobile expenses, bonuses, gratuities, and reimbursement timelines.
3. Recruitment Policy: Include manpower requisition forms, recruitment sources, interview processes, and referral programs.
4. Selection Policy: Specify whether to issue offer letters or appointment letters upon selection.
5. Induction: Determine the duration of the induction process.
6. Promotion Policy
7. Increment Policy
8. Tours Policy
9. Advertisement Policy
10. Employee Grievance Policy
11. Uniform Policy
12. ID Card Policy
13. Loan Policy
14. Certificate Policy (Salary certificates/address proofs)
15. Probationary or Non-probationary Policy
16. Employee Recreation Policy
17. List of Holidays
18. Working Hours/Weekly Off Policy
19. Office Vehicle Usage Policy
20. Overtime Payment Policy
21. Birthday Celebration Policy
22. Employee Reward and Recognition Policy
23. Board of Directors
24. Organizational Structure
25. Laptop/PC Usage Policy
26. Leave Policy
27. Employee Personal File System
28. Employee Codes and Grades
For a newly established HR department, focus on the following:
Employee Joining Formalities:
1. Ensure completion of an HRD form by the employee, supported by educational, experiential, medical, and character certificates, along with four photographs for various purposes. Assign a unique employee number following a specific format.
2. Verify all documents submitted by the employee upon joining the company.
Rather than diving into Performance Management Systems (PMS) and other sophisticated HR aspects, prioritize infrastructure concerns. Check for adequate seating in the canteen, uniform adherence among employees, and ample stationery supplies. Confirm that all basic employee requirements are met.
I hope this information proves helpful to you.
