Hi,
Legally, pre-medical check-up is not a good practice. However, unofficially, it's a good practice for companies to safeguard themselves from IR/Labor issues in case any mishap occurs in the company. The objective is to determine whether the employees joining your company are physically fit to perform all assigned duties.
Today, almost every company, including government organizations, requires pre-employment medical check-ups.
