You need to be well-versed with the labor laws applicable to the region. You should be a good people manager and have relevant experience for about 2 years in an operational role. Additionally, you should be a very good communicator with excellent abilities in the English language. It's important to note that countries like Qatar and Saudi Arabia give preference to Arabic-speaking candidates (bilingual).
As a fresher, you can start with entry-level jobs and gradually gain experience and expertise to accomplish and achieve the required competencies for a leading role in an HR setup in any of the GCC countries.
