The operators are required to use cutting tools, instruments or machines while working at the shop-floor. However, a company needs to prepare "Standard Operating Procedure" (SOP) and not "Policy". The aim of the SOP is to avoid workplace injuries.
However, to prepare the SOP of this kind, one needs to observe the operations personally. But then mere observations are not sufficient but that person needs good drafting skills also.
Anyway, as of now you visit nearby ITI or Industrial schools Diploma schools and colleges and talk to the faculties from the Mechanical Department. In their textbooks, there might be information on precautions to be taken while using sharp tools or instruments.
