Hi,
The Owner of the vehicle, regardless of who was driving it at the time of accident, is liable to compensate the victim. The liability would shift on the insurance company if there was a third party insurance.

If the vehicle is having valid Insurance, Valid DL then the Insurance company will take care of the liability as per the policy/Act.
Also need to know whether the employee was on official work while driving or was driving on personnel work?

Hi,
Not sure what you refer to statutory compliance.
It is the responsibility of the Employer to ensure that when office Vehicle is provided to employee , he/she holds valid driving license (like LMV and MCWG). Also if vehicle is given to the office Driver then employer should have the license copy of the Driver ( or even original some employers tend to collect it)
