Not necessarily. Software is just an enabler and process streamlining and accountability could be some of the major causes of operational inefficiencies
My suggestion is, first find out the real issues and then spend on software and automation

Just to add to the earlier comment, Do not blindly go for any tool. First understand your bottlenecks, then, depending on your organization size, budgets and HR Maturity, look for a tool.
Ideally an HR tool should allow you to buy in parts as your need grows. Also go for cloud options, and they provide better technology, easy exit options and lower TCO.

Hi,
It would be useful to implement SAP HR module if your organization has already implemented the other modules of SAP like FI, CO, MM and others.
SAP HR is a very effective enabler for organization with large manpower base. Of course it would be essential to know the manpower size and type of the business your organization is in and then decided the suitability or otherwise.
