According to me:
1) Vertical Promotion means moving one grade higher, i.e., if you are currently at the Assistant Manager position, then you will move to the Deputy Manager or Manager level, one grade upwards. It also depends on the company's hierarchy (grade structure).
2) Horizontal Promotion means moving into another role at the same grade. For example, if your company has Assistant General Manager (AGM) and Deputy General Manager (DGM) in one grade, and you are currently working as AGM, then you would get promoted to DGM where only your position title changes, not the grade.

Horizontal promotion does not change the level at which one works. Simply, the designation at which one works is changed. In contrast, in vertical promotion, the level of hierarchy changes. For example, in banks, there are different grades at which people work. If this grade does not change, it means horizontal promotion. If the grade changes, then it is vertical promotion.
