The cost effective method of sourcing of niche skill from the industry is as follows.
1)Give advertisement or contact with consultant
2)collect all resumes
3)Select CV's with relevant master/dept head including HR
4)Get inquire or analysis of all selected bio datas
5)Selection of Interviewer
6)Telephonic interview
7)skills interview of candidates through mails(give some task to complete)see the respond
8) Video conference(outside from the factory/office:if possible send HR personnel and all technical staff including MD,GM,Dept head/section should conduct interview through vidio.
9)Give references of atleast four candidates
10)call atleast two references for verification.
11)Get inquired for educational certificate
12)Call for selected candidate
13)Meeting with MD & other heads personnel
14)give contract/appointment letter
15) Initial induction about staff & working personnel with process of organisation
16)discuss about roles & responsibilities & salary break up
17)ask future growth & planning in written

Since you are talking about the niche skills, try to identify companies working on the skilset. Accordingly you can headhunt people from those companies. Maintaining a databank of Companies with the skills they are working on will fetch you a lot. It will help you for recruitment and down the line you will also be able to identify fake Companies.
