There is a contract (maintenance contract which includes providing of manpower) between a contractor and government department (principal employer). As per the general conditions of the contract, if there is any increase in minimum wages by any government act or notification, the same is payable to the contractor. However, at the same time, as per the special condition of the contract, the contractor has to quote rates as firm and final for the contract period.

During the continuation of the contract, if there is an increase in the minimum wages of workers, then is it the duty of the contractor or the principal employer to pay the revised wages?
