Based on my experience in the past, I am unsure how many employees will show up at the office on Republic Day. Except for a few senior executives and security personnel in the industry establishments, no one else seems interested in coming to the office.
The ideal way to celebrate is to organize a march past and flag hoisting ceremony led by a senior executive in your organization along with the security personnel, provided you have the necessary space, practice, a flag post, and a sound band or the national anthem to conclude the ceremony. I am not aware if your company has all these facilities. You can encourage the best security personnel by awarding them mementos and prizes based on the actual findings of your management and HR department.
Actually, this day is not meant for elaborate celebrations. I may sound a bit strict, but that is the reality.

Flag hoisting is best done on Independence Day. If the company is observing a holiday on Republic Day, I suggest that we do the celebration either on the 24th (since the 25th is a Sunday) or on the 27th.
The celebration could, as someone suggested, include a cake-cutting and maybe watching a picture/video that has some nationalistic sentiments in it. The suggestion about giving lapel pins for gentlemen/brooches for ladies is also a good idea. Alternatively, you could organize a prize distribution ceremony and give prizes/awards to all deserving people.
