Regarding contract workers (employees engaged through a contractor or outsourced employees), it is the responsibility of the principal employer to ensure that the contractor has made such transportation arrangements for their employees. If not provided by the contractor, the principal employer should arrange it for contract workers as well. It is up to the principal employer and the contractor to decide who should bear the cost of transportation.
