In Karnataka, you have to give 5 national holidays (26th January, 1st May, 15th August, 2nd October, and 1st November) and 5 festival holidays. The national holidays are fixed as mentioned, but the festival holidays shall be declared in consultation with the employees considering their religious and regional sentiments.

Holiday Determination in Consultation with Employees
What Mr. Madhu stated is correct. A little explanation on having 5 holidays in consultation with the union/representatives of employees. Festival holidays should be determined based on the majority religion of employees or regional festivals. These holidays should be notified by the year-end, i.e., December, and should be communicated to all.
