Are you referring to the ESI Act of 1948 or something else? The notified areas of ESI are available with them; you can obtain a copy by paying the required fee. If the ESI facilities exist anywhere in the locality/city, it suffices as a notified area.

Approach the local ESI Office and seek a copy of the notification of the local areas included. If they are not obliging, put up an RTI Application, they will have to provide it in 30 days
