It's the responsibility of the Principal Employer to ensure that the Contractor is fully compliant with all legal formalities. Imposing any penalty or not is not going to absolve the PE from the accruing legal liabilities when the contractor fails to comply. Withhold his bills until such time as he renews his license. Incidentally, check this out - during the days of the pandemic, state governments have eased the automatic renewal of licenses just by remitting the renewal fees online. If so, it should solve this issue. I and other members have already shared the Notifications issued by various state governments from time to time in this Forum. Trace and use them.
