Temporary Staff in a Bind: How to Handle Leave of Absence Requests with No Available Leave?

Hi, I need a small help regarding the drafting showcase. One staff member is in a temporary status at a government office. She has gone to the UK. She made an application requesting to consider her leave of absence, and she went to the UK without any leave for one year as of 3/07/2019. No such leaves are available in her account due to her temporary status. Please help.
