Yes, it is allowed but you need to have proper ventilation facility and appropriate approval such as fire clearance etc.

With reference to your query, the decision to provide a smoking room or not is a management decision as there is no statutory provision regarding smoking rooms in the IT industry. However, as suggested by my friend Manoj, there should be adequate ventilation in the smoking room along with proper fire prevention measures and approval from the concerned authority.
