Manpower Rationalization is a careful exercise whereby you need to freeze all fresh recruitment and conduct a SWOT analysis with employees. Then, find out the aptitude of the present employees and what they are interested in. Suit them by internal transfers. This way, you will achieve all those objectives of Manpower Rationalization, i.e., Better Utilization of resources, Cost saving, Organizational Efficiency, and Explore New Markets.

Rationalization refers to balancing the workload of manpower. There will be some people who don't find enough time to finish their work and some others sleeping during working hours.
You need to reshuffle the duties and responsibilities of people in order to utilize them better. As Shushil rightly said, before going for new recruitment, explore if the job can be fulfilled with the existing resources. You can use the help of Industrial Engineers in assessing the workload and balancing it.
